On January 21, Zhongchen Light Machinery held the 2025 Safety and Environmental Protection Work Summary Meeting to review the year's achievements, analyze existing problems, and outline the work direction for 2026. The meeting organized a study of the core contents of the Employee Safety Know-How and Must-Know Manual and interpreted the KPI assessment indicators and key application points of the China National Building Material Group's smart safety and environmental protection system. Party Secretary and Chairman Zha Zhengwang attended the meeting and delivered a speech, while General Manager He Sheng made work arrangements.

Zha Zhengwang fully affirmed the company's safety and environmental protection work in 2025. He pointed out that over the past year, the company's safety and environmental protection situation had continued to remain stable and improve, with all indicators reaching the best levels in history, providing solid support for promoting the company's high-quality development. He stressed that in the new year, it is necessary to further tighten the chain of responsibility, strengthen risk prevention and control, and continue to modernize the safety management system and capacity, so as to ensure the stable and improving safety production situation of the enterprise. He put forward four requirements.

**First, we must deeply cultivate a safety culture.** Safety culture is an important part of corporate culture. We should establish safety values recognized by all employees, rigidly implement safety systems, and cultivate safety behaviors that are consciously practiced. We must always uphold the value orientation of "life first, safety first, and responsibility for all," and strengthen publicity through multiple channels such as *Zhongchen Communications*, broadcasting, official accounts, display boards, and safety morning meetings, so as to create a strong safety atmosphere.

**Second, we must strengthen safety awareness.** We should raise safety awareness ideologically, always eliminate paralysis, carelessness, and the fluke mentality of empiricism, deepen the safety concept that "risks exist everywhere and hidden dangers are always around us," solidly advance safety learning and education at all levels, and build a solid ideological defense line.

**Third, we must strictly abide by safety norms.** We should continuously improve the company's various work instructions and safety operating procedures. Managers and operators at all levels must strictly perform their duties in accordance with regulations; carry out solid safety process control inspections and patrols; and do a good job in safety supervision of key positions, key links, key personnel, and key operations, so as to achieve full coverage and no blind spots in safety supervision.

**Fourth, we must remain consistent throughout.** There is no endpoint in safety work, only continuity. With the tenacity of "talking about it every year, every month, every day, and at all times," we need to promote the normalization and long-term development of safety awareness, standardized implementation, and quality improvement, so that safe production and civilized production can move to a higher level, demonstrating management value and humanistic care.

  **He Sheng affirmed the effectiveness of each department's safety and environmental protection work in 2025 and the hard work of all employees.** He pointed out that in 2026, it is necessary to adhere to the unity of problem orientation and goal orientation, and advance the upgrading of safety and environmental protection management around five key directions. By implementing "grid-based" management and deepening the "safety points system," responsibilities will be precisely assigned to each post to resolve the "temperature gap" in responsibility implementation. At the same time, we must strictly adhere to the "four not let go" principle and carry out special treatment of key hidden dangers to promote the transformation of risk prevention and control toward pre-emptive prevention. We will also make good use of the intelligent functions of the Kaisheng smart safety and environmental protection system and fully equip emergency equipment for non-routine operations to strengthen technological prevention empowerment. Through measures such as the access assessment of the *Employee Safety Know-How and Must-Know Manual*, risk publicity activities, and rewards for "snapping and reporting hidden dangers," we will promote the upgrading of safety culture. In addition, we will show zero tolerance for concealed reporting of hidden dangers, strictly conduct accountability tracing, and implement the "one-vote veto" system for safety performance, comprehensively optimizing the assessment and accountability mechanism.
